Over the weekend a fellow SA user sent me a file. It is in my downloaded files, but it won't play. Just a few minutes ago when it gave me the option to download or stream, I chose stream, and nothing happened.

There are different situations in which this could occur, and for clarification I need to understand which circumstances pertain. There are files attached to emails, and in this situation, when it gives you the option to download or stream, when you choose stream, you would expect Sero Media player to start up. I think this is the most likely among the group of options. If, on the other hand, you choose Download, we would expect the file to be downloaded into System Access/Downloads folder. This is true unless you navigate and select another path for the file. If they sent you a file by some other means, not email, but via Google Drive, One Drive, Dropbox etc., then you would probably put the file in Downloads under whatever you call your Owner folder within Users. Normally, you could use Apps onboard your computers programs choices, or Sero would use its Media Player when you navigate using Media Library, or else Sero's Download Manager. This can open MP3s but not zip files. Docuscan Plus can open .docs, txt, RTF, Doc files, etc. So I needed some of this detail in order to understand what you posted. If you're given the options to download or stream attachments to email messages, a question could arise about whether the formatting of the MP3 is supported, needs to undergo a conversion with something like Switch Sound File Converter, or has been corrupted. Maybe, again, there was an unread notification on the screen, like File Format Not Supported, or Do You Want To Use Windows Media or Sero Media Player to open this file, after you chose stream.

Yes, it was via email, and is suposed to be in my downloads.

Scott: What is the file type you are trying to play? If it is a file type that does not have a default App association, Windows will not know what to do with it. Let me know if you would like a remote session to investigate it.
